		<description>OVESCO is an IPS for community benefit, set up by people involved with Transition Town Lewes. We were responsible for a community backed PV array for 98kW at Harveys Brewery in Lewes in July 2011. Since then we worked hard to secure sites to install community funded PV for local schools, village halls and local businesses. We had over 120kW of PV almost ready to install just before the 12th December 2011 and the proposed PV FiT cuts. We cannot install at the lower PV FiT rate for 10-50kW systems without a ‘huge cut in the cost of PV panels’. We are stuck with no certainty and unable to use the FiT to benefit our community. We are appalled at the mess the government has made of the FiT review and the fact that they illegally proposed cuts before the consultation period was completed in December 2011. Greenest government ever? Big Society in action?
As an OVESCO Director, I currently feel we are better off buying lottery tickets to invest in renewables, rather than rely on government to give us support and clarity for the FiT. The FiT could be an innovative incentive for community investment in locally owned renewables, but we need clarity and foresight for this to happen!</description>

Secondly, by cutting the FIT so dramatically in one hit rather than spread the process more evenly. How are we supposed to run an effective business based on knee jerk solutions that have not been duly considered.</description>

		<description>I agree that the government should change the tariff but only for the companies that are installing it for free, if a system is installed and you are the owner of the PV system and the property is yours then you should get the 41.5p tariff, but if you own the PV system but not the building that it has been installed on then the owner of the PV should only get 10p</description>

At last this rushed ill thoughtout and highly damaging plan has been scuppered. The original 43p was too much for sure but to cut in half with only 6 weeks notice was the most stupid and incompetent thing I have ever heard. The judge obviously agreed especially as they were only in the middle of the consultation period!!!</description>
